Abiu Flowers Pest Attack

Tuxie starts with ...
Hi our Abiu is adjacent to a beach forest in Far North Qld, Mission Beach. The tree fruited for the first time last year but this year flowers were covered in webbing, browned off and only a few fruit have formed. Please see pictures attached for damage and bugs present. The bugs visible by eye but small and the detail is nly clear under the microscope. Any suggestions re bug ID and treatment would be appreciated.
