I would have thought so. Mulberries are pretty happy in a wide range of climates.

My grandparents had a huge, very old black mulberry on a property in StArnaud when I was a kid and it did just fine with no care, though it wasn't super happy during the drought.

Given it is a dwarf it will need a bit of help getting established and an occasional water after that in hot weather, especially if you want decent fruit.
