Dwarf Washington Navel Orange Not flowering or producing fruit (forum)

Hi,
I have three dwarf friut trees, a Tahatian lime, a lemon and a Washington Navel orange. The lime and lemon are both flowering and producing friut. The orange on the other hand is not flowering and thus not fruiting.
A bit of back ground.
the Lime and orange were quite established trees when I purchased then I think 2-3 yrs old have an established trunk with all the follage at the top. The lemon was a lot younder, smaller and less developed.
I have has all three plants 18 months, they are all in large pots in a sunny location. The are regulary furtilised with liquid citrius furtilizer and a seaweed extract. All trees are healthy looking and have put on a lot of growth.
The lemon and lime have both flowered and produced fruit each season but the orange has not even produced a flower.
Any help? suggestions?

Could be a later strain, thus flowering later. too much fruit still on the tree retards flowering as well.
Sulphate of potash is the old favorite for this.
