Frangipani Problem

mojo starts with ...
I have several Frangipani trees on my block all around 5 years old and some are growing normally and new growth on some of the others appear restricted.
The tree's look healthy enough but no new growing tips, just blunt ends and no new shoots.
There is a fair bit of the white latex looking liquid stains from the tips and nothing else.
Has anyone come across this problem before?

If you search 'Dennis The Frangipani Man" on google, and select the first option. Contact him from there, he has an extensive knowledge of Frangipani's and if he can't help I don't know who can.
