Just wondering if anyone knew how to get rid of these pests eating only the new shoots of a mandarin tree.

Correy, these are aphids, they are voracious sap suckers and very fast breeders. You can either wait for the lady bug aphid killers to come and clean them up or you can spray with a white oil. We have some eco-oil in cool room so pick some up while you are in Kyogle.
