denise1 says... It is possible that fungus growing in the dead root system is attacking any new plants. You could get a stump grinder in, and/or drench with some mild anti fungus agent. Someone else could comment on that. You could dig infected soil out and replace with a trailer load or more of good new soil. You may have to just leave the site a few years until the fungus finishes its work.
