pruning of root stock growth

Hi all,
Advice please on how to eradicate repeating growth from root stock on apple trees, citrus, quince, roses, ornamentals. Today i noticed growth coming up 1/2 metre from the trunk of my lovely ornamental crab apple. In the years to come, the more difficult this growth is going to be for me to control.
