tea tree showing signs of stress!

can anyone tell me what the problem is with my tea tree?
had a lot of black scales which i tried to spray pest oil on but doesn't seem to do the job completely

It looks like there is also burning problem on the leaves ie fertiliser or salt build up in soil from the water .Have you tried giving it some chelated iron?Also water it with tank water not mains
