Afourer mandarin struggling

Farmer Jim55 starts with ...
I'm hoping you can assist. We bought an Afourer Mandarin tree from you guys last year and it gas been going okay. It gets regular daily drip watering through a pump set on timer. Lately it has been struggling somewhat and we are worried. The leaves are turning yellowish and we tried supplying Iron Chellate but it did not seem to help...

Yesterday, we discovered that the small fruits it has got are covered in white and brown spots. See attached photo.

Do you have any ideas or suggestions for what we could try?

those spots looks like scales - so if you use your finger nails, they should scratch off.

And chances are, the whole tree is covered with them, leaves, stems.

If that is the case, then those bugs are sucking the life out of the tree, as that's what they do. Hence the tree looking a tad sad (mind you there might be other problems as well but this is the obvious one from the picture).

the solution is spray of white oil. There should be some stories on ABC garden australia web site on how to make your own and or apply.
