Egyptian walking onions are a great frost tolerant perennial veg. Onions forever. Also Scarlet Runner beans (7year bean). Come up every year but dormant in winter.

How about chick weed and English nettle and mallow. They do best here in Eden during winter and tolerate light frost. I am not sure about hard frost.
