How to Kill a plant PERMANENTLY

Hi Green Thumbers

I saw a post a while ago, but can't find it now, on how to kill a plant/tree permanently without having to dig it out.

I have this young tree, we've been trying to execute it? digging the roots out, etc. But b/c there is a piece of root went over from the neighbor's yard, so it kept growing back every 6 months. Now my neighbor has cemented his yard in, so it can't grow back on his yard, so it came over to my yard and start to overtake my yard.

Can someone please help

present as the butoxyethyl ester.

120g/L PICLORAM
present as the isooctyl ester

Solvents: 389g/L liquid Hydrocarbon.
