Lime tree only grows suckers

Hi,
I planted my dwarf lime tree in a pot about 8 months ago. It has only grown suckers from the root stock. I keep removing the suckers but they keep coming back and the lime plant hasn’t grown at all. Any idea on how to make the plant put all it’s energy into the actual lime tree?
Should I replace it with another?

You could try to bend down the suckers to force growth into the top part, thats a method to force bud/graft growth.
You might want to put the pot up on a table or bench, then bend the suckers down with one hand, while supporting the sucker with the otheh so it doesnt break. Then tie them down or tie them around the pot. The suckers might send up new shoots from the bends, you should pinch those off.You want to see a growth flush in the lime, ie new leaves. Keep an eye on it , the suckers can be a problem for the graft, if you dont see any response from the lime in a few weeks, cut off the suckers and start again.
You might want to put the pot in a warm spot, as autumn gets closer, as growth might slow down.
Also where is the pot located, shade or sun, warm or cool ? Are the suckers going crazy ? Maybe some light liquid fertilizer or liquid seaweed might stimulate the lime part.
