Non-flammable nitrogen fixers

Cait starts with ...
I've been looking into the idea of planting nitrogren fixing trees in amongst my orchard trees to help support their health. I'd like to use the old permaculture chop and drop technique so naturally i lean towards wattles as an option. The only trouble is, the orchard is near my house, which is near bush, which had been known to burn on occasion.

Does anyone have suggestions for less flammable nitrogen fixing species? Or should i just try to stick with green manure crops?

What about pigeon peas a shrub or pinto peanut a ground cover, they are longer lasting than annual crops. What about rainforest wattles, rather than local wattles. There are other subtropical legume trees ie leuceana.

I planted four Tagasaste trees around every fruit tree when I started my orchard. The leaves are soft and green so I doubt they will be a fire hazard. The prunings were used as mulch, and I removed them as the trees grew larger.
