Olive tree

Hi I have a 10 year old olive tree ( probably older) which as of yet has failed to fruit. I regularly fertilise and water and the tree itself appears to be very healthy. The leaves as you can see have a speckled appearance and I was wondering if maybe that is indicating a problem like essential minerals missing or a pest infestation that i can't see. Any ideas would be appreciated.
Thank you
Dave
