paw paws grow to about 1.5mts and begin to flower when the growing tip withers and dies. We have tried cutting the stem 1/2 way up,a new shoot will form but the same problem occurs. We have tried for many years with no success. How do we deal with this? The properties in close proximity either side have healthy trees.

This is typically due to poor drainage. If you still want to plant in this spot, you should mound up good soil to say 40 cm and put in a new plant.
