Peanut tree

Misty_Kat starts with ...
My Peanut has no leaves and does not look like it will bud. Is it dead? Why? It has been given normal attention; soil, water, fish emultion and a pruning when I saw some black die back! Should I pull it out or wait a couple more weeks? Do I need to treat the soil?
