Unusual problem with grape vine

Hi guys,
I had this very odd problem with a h5 sultana, where the outer layer of bark stripped off and exposed what is in the pictures.
I have since cut the part of the vine off that did this, however curious to know if anyone can tell me what it is.

What are all the round lumps that look like barnacles ? Are they scale insects.
Do they flick off easily ?
