I am not certain about anything, and I know nothing about gall wasps and/or borers. I just noticed that there were small holes in the branches that had died or were in the process of dying. Assumed borers.

Maybe check out gall wasps, I haven't had problems with borers in citrus before. Do you have any swellings on the branches? Gall wasps lay eggs in the new growth and then hatch in August/September from small holes in the branches. They are common around the Ballina area.

Google gall wasp and you will be able to compare to what yours looks like. Alternatively post a photo.

Borers leave pencil size open holes or similar size pith filled tracks in pruned branches. Gall wasp leaves needle size holes, usually on swollen stem areas.
