Damage to Native Gardenia

Does anyone have an idea what is happening to my Native Gardenia?

New and Mature foliage alike seem to be targetted. Also there seems to be an unusual number of ants in the tree.

Thanks for the reply Ellen. I do have a problem with small, green locusts at the moment, although I haven't seen any on my Gardenias. I have attached a couple more pictures if that helps anyone further.
