MaryT says... I wouldn't put soil around the base of a tree trunk in case it causes collar rot. However, if you insist, then I would marcott it at the base and perhaps roots will grow from the wound. Alternately marcotting it elsewhere will give you the same age tree, then you can replace it with the new one.
