Tamarillo trees

Elliot starts with ...
my tamarillo tree is just3 years old and it is dying. The winter was harsh in Victoria and it lost all the side branches except for the top onesOne of the main brancheswas accidentally injured badly . I tried to tape it back into place but it hasnt responded well. The colder weather is starting, How to encourage rebranching of the lower branches which have dried up. Should I cut the tops off?. I de-id get very few and very small fruit. Any Suggestions?
