It's late to act on this but you should have bought a root stock of the Maling-Merton series ,designated MM 111 for instance. Now you may have some success with rubbing the aphids with metho.which is tedious.

If you wanna use an organic pesticide then look for Eco-Neem or Natrasoap in Bunnings or your local garden centre/retail nursery.

But if it's a heavy infestation, you ptobably need a chemical pesticide like Confidor, this will control wooly aphid but you need to make sure that you wash apples really well before eating.

Have you tried the soap on anything else JK? Sounds a lot cheaper than Neem oil!

I was a professional nurseryman in grafton and we used a week solution of canola oil and soap in the early morning to smother the insects. Do not use use this method if the days are really hot as some burning will occurr. Oil clogs their pores and prevents respiration. Unfortunately it can have the same affect on the leaves of trees so use it sparingly no more than once a season.
