Citrus leaf roll

Hi
I've got this leaf "roll" only on my emperor mandarin. Tried the too much/not enough water but no change.
Can't see any bugs or leaf damage. Tree is sprouting new growth, so it appears healthy?
any Ideas?

Leaf miner is the culprit. Spray it with white oil when there is no forecast for rain in the next few days and the temperature is below 30C.
