Maybe your plum is still too young to flower or its seedling grown. Either of the 2 reasons they need more time before they can blossom. Usually grafted fruit trees from reliable scion starts to flower between 3-4 years if they are well taken care off, and seedling grown somewhere between 5-15 years.
