Mango tree sick

Help!!
What's killing my tree?
At the end of last growing season we had a terrific crop, neighbours loved the free mangoes. There was significant leaf fall and then this flaking and the bark at each of the trees collars appeared to be affected.
The last of the twig growth was stunted and black. I pruned back the limbs most affected hoping this may assist.
It hasn't,.
The regrowth had been poor and malformed while all other trees in the suburb have rapid leaf growth, flowering and panticle setting.
So my tree has something affecting it...
Nearby ficus on the street verge have also been affected and removed by the council as dead or dying, a bonus actually as their roots had invaded paths and foundations.
What am I going to do to save this 30 year old tree?

Wacko!!! Correct diagnosis Barnacle. I checked that forum discussion and immediately reckoned this is it.
I then wondered how I would get just enough of the Bayer chemical for one tree not buckets that I will never use. Then apply it intravenously somehow for the best effect.
Leaned over the back fence on the weekend and spoke the back neighbour for the first time since he moved in.
We swapped kid stories as he was on a daddy day care assignment with his mate and his kids. I was handed a beer and we kept chatting.
Turns out he is a AVOCADO NURSERY MAN. He's meant to call in a hundred times as he sees my sick mango tree every day....but hadn't.
It does have collar rot.
It does have the phytoph soil born bacteria and I do need to administor a form of weak phosphorus acid intravenously.. he'll score me some.
In the meantime I have found a meat syringe designed to inject your joint of meat with flavour bastes...... perfect as it has stainless steel sharp syringes and a strong plasctic body.
Once I have applied the required medical cure I'll keep this updated with another update and photos.
