I am also try to grow apple tree but still not succeed yet. I do following procedure:
Put the seeds in damp paper towel and put it in the refrigerator about 12 days then put the seeds in the damp compost and put it again in the refrigerator for more then a month when I check them there color is turn to black but no germination starts. Is it my procedure OK? if yes what is wrong?

Yep you're method sounds fine however I can think of a few points for improvement.
1.Keep the seeds in the towel for the whole time.
2.Have patience (it could take 3 months!)
You'll probably find them germinating one their own accord after 1 month but dont give up if they don't! If they haven't germinated by the 3 month mark just plant them in a warm spot and wait!

Happy growing! :)

PS: I had 20 apple/pear seedlings at one point.
