Dwarf Meiwa Kumquat

Hi
I recently purchased a dwarf meiwa kumquat from Daleys and it has started sprouting new shoots quite low on the trunk base. Should I be cutting these off like you would do to a grafted passionfruit? There are also new shoots and blossoms coming out higher up along the branches. Any help would be appreciated. Thanks

Just Wondering if your tree is in full sun all day, and the rootstock sprouts are on the sunny side ? Sometimes suckers seem to be a response to this.
If so you may need to protect the trunk against sunburn.
