In my humble opinion, it should be OK as long as you are not in direct competition with anything in the Daley's catalogue. Daley's are providing an excellent free resource that should be supported, where possible.
Me, personally, I'm not in it to make a dollar, happy to give away any excess material I have for free, never charged anyone for anything, including postage, but that's just me.

There are also local gardening clubs and community gardens that are great to take excess seedlings to for swapping.
What I've seen on these forums is that many people are on the lookout for unusual stuff that Daley's don't stock.
It is an excellent resource, and IMO should be respected as an offshoot of a commercial enterprise.
I really enjoy the community aspect of being able to contact others that want to share and swap their excess plants. It inspires me that not everyone, everywhere, is out to make a buck.

There's already a really good forum for this purpose that has a moderated buy and sell board. Lots of rare stuff goes on there and you can post wanted to buy ads too. No commercial listings or ads twice is a bonus and it is australian based.

While I applaud the initiative to create a non-commercially influenced forum, it seems that this one here has the 'market' pretty well covered.
