MY AVOCADO TREE IS ABOUT 10 FEET HIGH AND HAS BEEN IN THE GROUND FOR 4 YEARS BUT HAS NOT AS YET SHOWN ANY FRUIT JUST MORE LEAVES AND BRANCHES CAN YOU HELP

Seedling just needs more time, another 4 years at least, most likely longer. Some experts suggest an average fruiting time for a seedling avocado tree is something like 15 years. Cowra gets pretty cold too, you've done well.
If grafted, could be many reasons.

Hi Desiree, so it should be a grafted tree. What variety is it? Should bear soon if it's a grafted tree.
Try giving it extra sulphate of potash, a bit of boron & zinc.
