Between 4-5 months before flowering. For example if your pulasan tree flowers on Sept-Oct you would want to cincture it on the month of April. This timing is crucial for better success. You might want to cincture a few branches for your first observation. If successful you can do the other branches the following year. You still have time this month's if pulasan trees in your are flowers between Sept-Oct season.
