Please advise if there is a suitable variety of dwarf loquat to grow in Adelaide?

The only naturally semi-dwarf loquat variety is the 'Loquat Premier' because of its slow growth habit which is rare. It is mostly grown in USA. But from time to time its seeds are available for sale at E-Bay. If you have the patience of a saint and you are not in a hurry prepare to be always on the lookout in E-bay. Or you can call Daleys or any other nursery who have loquat trees for sale if they are using the dwarfing quince rootstock in grafting their loquat trees. These two trees; loquat and quince are graft compatible. If not, buy the dwarfing quince rootstock from Woodbridge Nursery or Maple Grove nursery at $9.50 a pop and ask some grafting guru to help you out if you can't do it yourself. If everything else failed just buy a normal loquat tree put it in a pot of reasonable size and prune it from time to time to keep it compact. So, there you go you have a few options to try in your quest for the elusive midget loquat. With regards to taste the best is the Nagasakiwase and Champagne if you can find the latter. Its my personal preference by the way. Some fruit lovers might prefer other varieties. By the way I forgot to mention above that you can actually call South Australian Rare Fruit Society on (08) 8388 6583 and ask them about their loquat expertise.

reading your information above about the quince rootstocks which I desperately need to do some graftings now. But both of those suppliers mentioned are closed until March/April next year as they sell their trees bare rooted in Winter. Is there some other place that sells these rootstocks now while my plants are growing actively that I need to graft. Thank you.

Most of the rootstock suppliers are already closed (the ordering) at this time of the year. I saw one quince tree for sale at E-bay just now (12-06-17, 9:27 P.M.) for $7.50. Seller I.D. is redelement of Mount Eliza Vic.
I,m not sure if its viable for grafting though. It might be too late by then once you read this post. I'll keep looking if i have time.
