My dwarf mulberry tree is 3 years old, it sets fruit then they drop off before filling out, what is the reason, please.

There are many reasons but mostly is Dwarf Mulberry needs a lot of water to keep fruits stay until mature. May be your soil was too dry as we don't have much rain in Victoria. Cheers.
