The branches of my Eureka lemon tree seem to have swelling at unusual places along the branch.
I cut the branch off that was worst effected and took a photo. Is this normal?

Yep Michelle is right. That looks like a gall wasp. You really need to cut off every place where this swelling is happening.
When you dispose of the affected wood it is important that you put it in a sealed plastic bag and put it in the rubbish bin and NOT your compost.
Even better you could put it in a fire.
The problem with gall wasp is that they will often keep laying their eggs and hatching inside the same tree so it is important to be vigilant.
The future of citrus in your area may depend on you succeeding.
Early august is the best time to check for gall wasps
