I have a Lisbon Lemon tree that is 3 years old, it is growing vigoursly but has not flowered at all. It is about 1.5 metres tall and looks quite healthy. I have been told that this is not uncommon and the only answer is a replacement. Can you please give me some advice. Thank you Bruce

Sounds about right, when planted out, citrus trees go into growth and will not fruit for a few years, as long as tree looks healthy and is in a sunny spot, it will fruit when ready, be patient.

I was doing some googling on what to feed my citrus trees to get them to grow more this morning and if your soil is high in Nitrogen and lacking other essentials(from memory) you will get lots of growth and no fruit.
Best to test the PH of the soil (which your local nursey might do for free if you do not want to buy a kit, as a man in Bunnings was) My trees get heaps of fruit but only have a few leaves as i feed them worm and chicken poo tea. But i am forgetful about watering and a complete fertiliser.
Peter Cundull gardening Australia has a great Foliar feed for citrus trees which i am going to make this weekend. and Yates recommends the citrus food and dynamic lifter which is what i use to get the trees to fruit and they say a regular fruiting tree will need up to 3kgs of food a year to be productive (which i only do a handful every 2-3 months).
I hope that this helps.

Hay thats great about your tree. Why dont you think about how good your tree is and enjoy its growth. The more it grows now the bigger it will become. Most fruit trees dont start producing until four years old. Just add some iron cilates to it, once a year as with all citrus.
