Help with extreme root bound loquat

tmhmli starts with ...
I bought a loquat tree (from air layering) from a private seller. It was not very healthy at the beginning as most leaves seems pointing down. After several weeks it’s getting worse and leaves started to tuned yellow after i watered the pot once. I dug it out and found the root looked like a hard ball. Tried to tease the root but all the root got stuck very tight like use loctite glued together. I pulled out some roots so it looked like the 2nd picture. Replanted it but still not seeing it recovered.So I dig out the 2nd time and found the root still circling like going back to the 1st image. Can anyone help? Not sure what should I do with the root. It’s almost impossible to loose the root ball.

Id be inclined to completely slice through the rootball to the stem of the plant on one side to reduce the propensity of them to keep going around. You may well find they will tend to branch out once the circle is broken

Agreed. Sometimes you just have to cut through roots to save the plant.
