Imperial Mandarin - yellowing leaves problem (forum)

I planted a grafted imperial mandarin last year but it has been sick since then and hasn't grown much. Leaves are yellowing slowly - start as tiny pale green spot and then turning the whole leaf yellow eventually. Any suggestion on how I can treat the problem, would be a bog help.
