Jeffrey Semler starts with ...
I have tomato plants about five to six weeks old, very healthy however it keeps flowering but no fruit developing. The palnts are from a recognised nursery supplier.

Where are you located? It's pretty early for tomatoes - depending on your location. They need a certain amount of heat and warmth to spark into fruit production, I think.

They might also need a bit of feeding to kick the flowers into fruit ... ?
