bspargo says... no picture? If they are red bumps near the base of the leaves they are just part of the cherry leaves. They are normal. I have to say though I had such a tree (same varieties I believe)and I'm in the same area. Tree grew great and always flowered but never got a cherry. It's probably 10 years old now, I only moved a few doors down the road so I still see it. good luck!!
