Are these bumps scale insects? They appear to be tended by ants. What can I do about this?

no picture? If they are red bumps near the base of the leaves they are just part of the cherry leaves. They are normal.
I have to say though I had such a tree (same varieties I believe)and I'm in the same area. Tree grew great and always flowered but never got a cherry. It's probably 10 years old now, I only moved a few doors down the road so I still see it. good luck!! I just bought a low-chill royal x minnie lee cherry from Daley's, so I'll see how that goes.

thanks for your thoughts. I meant to add a photo and ended up making a new post with the photo. My tree got flowers this year too, but no fruit. Did you try pollinating your tree by hand?
