Looks like a type of rust, has it been overwatered lately? Try spraying with 15g copper oxychloride, mixed with 4½ litres of water, and add 30ml of a good wetting agent. I'd spray twice weekly 'till it's gone. (both sides of the leaves).

Also, give it some sulphate of potash fertilizer.

It appears to be an attack of "thrips".
Try spraying with Confidor by Bayer.
