This may be a bit simplistic but most nurseries will stock dwarf fruiting and flowering pomegranates. Double check the label to make sure your dwarf pomegranate is definitely a fruiting variety as human error does occur occasionally. It may also be early or late fruiting type. I have one of those, cute little bush, has great orange double flowers and lots of them but NO fruit. I have a fruiting pommegranate also (but it has not fruited yet, only 1 year old cutting), so I am keeping this one, just for the beautiful flowers.

It is possible to graft them i have heard that is the best way to get good fruit on a dwarf pomergranate i dont think anyone is doing it comercialy so its up to backyard butchers come sicon surgeons. check these links they mention grafting poms.
