I have some table grapes that I had established a few years ago. I purchased from Daley's. My father in law who is from Fiji believes that all vines are weeds so cut it to the ground. It has come back but still has not fruited. It has not even flowered any thoughts?

Vines are either cutting grown or grafted onto a different vine rootstock. If yours was cutting grown all is well, it should eventually get back to fruiting.
If it was grafted, you now may have a vine rootstock. If it was definetly cut at ground level thats more than likely.
First need to be sure cutting or grafted??

Daleys does not graft grape vines. My guess is that you do not have any fruitful wood ie growth that emerges from last year's growth.
