lemon leaf blotches

andy starts with ...
This dwarf lemon is showing brown blotches on the underside of many of the leaves. The tree is still growing strongly but more and more of the leaves are showing these blotches. From the top, the leaves appear to have yellow patches but underneath reveals the brown spots. Can anyone help?

Looks like a pest, but I don't recognise it.A really good site for citrus problems is www.dpi.nsw.gov.au/agriculture/horticulture/citrus. The pictures are really useful.
