My paw paw flowered and didn't fruit at the beginning like yours, Norman, the flowers just dropped off but now it has fruit so maybe yours is still young. Unless your tree is bisexual you may need a male tree or if you have a male, well you definitely need a female to bear fruit. There are a number of threads on this form discussing every aspect of growing paw paw - here's one but search Paw Paw in the top right hand box and you'll see all the other threads.

Norman when I bought mine from Daleys they said the trees were 80% bisexual so someone has to get one of the 15% and yes, I got a female (better than a male) but fortunately there's a male in a neighbour's garden and one thing led to another (see pic).
