Anonymous starts with ...
I have a question to ask .... a label says ".... need 400 hours of chill".
1) Is that high or low chill factor?
2) Will trees that ".... need 400 hours of chill" grow in Sydney/Newcastle or in Perth/Gingin ?

What you are asking for is avalable on a site on this topic of the blog at Dayleys. It means the temp must reach and stay below 7 degrees celicus for a total of 400 hours a year. For the years this happens you will get flowers to set, if not pretty green leaves for that year. It happens to all of us.
