Prune it back into the desired shape and size.

Then, take a shovel and draw a circle around the base of the tree 2 metres wide. Within this circle, take your shovel and chip away all grass and weeds leading bare earth.

Next, til the bare earth.

Next, buy several large bags of citrus fertiliser with trace elements as well as a bag of lime and work this into your tilled soil. Iron will help too-- you can buy iron filings on ebay which will last a long time and are better than chelates. Afterwards, water well and mulch with a layer of pure pine chips at a depth of 10 cm. ignore people who use the term 'nitrogen lockup'. This is almost entirely hokum.

Then your troubles will be over.
